Objectives of the Ministry of National Infrastructures

Objective #1

The energy policy shall guarantee at all times in the future the supply of demands for energy in the economy. The price for the consumer shall include all the components of the cost of use of the energy: economic – direct (monetary), environmental, strategic, and land.

 

Objective #2

The energy policy shall strive to achieve the maximum possible level of competition, while limiting government involvement to those sectors in which there are market failures, and to those in which involvement is required for security or safety considerations.

 

Objective #3

The energy policy shall strive to achieve more efficient use of energy in the following fields of consumption:

  • Production of energy
  • Transport
  • Domestic consumption
  • Industry
  • Public commercial 

Objective #4

The energy policy shall strive to minimize the environmental damage resulting from the production and use of the energy, including:

  1. The storage and transportation infrastructures of the economy shall be operated so that the risks of fuel leakage to the soil, groundwater, and the sea shall comply with the accepted standards in developed countries. Furthermore, they shall not cause significant risks to human health or to the quality of Israel's natural resources.
  2. The rate of emission of hot house gases per head of population in Israel shall be regulated so that it does not exceed in the long term the accepted rate in OECD countries, in which the mix of energy sources is substantively similar to that existing in Israel.

 

Objective #5

The structure of the energy infrastructures in Israel shall be based on intelligent use of land resources, and shall permit the use of land intended for energy infrastructures in order to meet future development and expansion requirements. In particular it shall be determined that:

  • There shall be totally exhausted the capabilities of existing sites in which there are currently located infrastructures for production, storage, transportation and operation, while taking into account strategic, security, and safety considerations.
  • There shall be utilized the technological, physical, and political possibilities for the exploitation of external land resources for the purpose of energy infrastructures, such as artificial islands, land in countries in the region, while striving for infrastructure commercial cooperation with them.
